Screen lock with states to call number on screen

While working with a secure online banking service from Bank of America my wife had a red screen pop up with a voice message stating not to shut off her machine or she would lose data. She called the number and the technician told her he needed access to her computer and that a virus had attack the firewall. I interrupted the call by telling my wife to shut off her computer. The place called back twice wanting to know why they were disconnected. After discussing the issue with norton, who advised me to report the incident to Microsoft.
