Organization claims to be a non-profit offering "Helping Veterans In Need". They advertise for "volunteers". This training video describes the scam:

"volunteers" earn money and send it to CoF. CoF promises to at some point supply a court-acceptable letter certifying the completion of the volunteer's community service obligation.
